Job Description

In consultation with the Director, Human Resources (HR), this position provides strategic guidance, advice and information to Saskatoon Public Library (SPL) directors, managers, supervisors and employees, regarding human resource-related matters, in accordance with professional human resource practices, SPL policies, procedures and guidelines, related collective agreement, and Saskatchewan labour legislation and regulations.

Key Duties

· Provide advice, coaching, and support to managers and directors on employee and labour relations issues, including performance management, attendance management, interpreting and assisting with administrating the provisions of the collective agreement, leading investigations and the resolution of disputes and supporting the Director, HR throughout the grievance process.

· Ensures compliance with legislation and regulations, including the Collective Agreement, Saskatchewan Employment Act, Saskatchewan Human Rights Code, and The Worker’s Compensation Act.

· Support managers and employees with the accommodation process related to occupational and non-occupational illness or injury, including Worker’s Compensation Board claims. This involves facilitating early intervention, providing support during leave, working with managers to provide accommodations and support employees in a safe return to work.

· In collaboration with the Director, HR, develop and implement recruitment and retention strategies. Identify and promote programs and strategies related to recruitment, retention, advancement and enhancement of a diverse and inclusive workforce.

· Recruitment/onboarding responsibilities, including writing job descriptions, approving hiring requisitions, consulting with managers throughout the recruitment process, preparing interview guides, and participating in interviews as required.

· Approve employee transactions within the HRIS system, including new hire, transfers, promotions, terminations, leaves of absence and other related actions.

· Take a leadership role in building and fostering supportive and productive relationships between the Library and relevant stakeholders in the Indigenous communities, organizations, and agencies, as well as with various diversity groups.

· Respond to various inquiries from employees, managers, and external contacts on behalf of the HR department.

· Support the community's needs by providing HR advice, frameworks and procedures in alignment with community needs and SPL’s Strategic Plan.

· Analyze trends and metrics in collaboration with other HR teams to develop and improve solutions, processes, and programs.

· Assist and support the Director, HR by conducting research and preparing reports on behalf of the Director, HR as needed.

· Perform other related duties as assigned.

Qualifications

· A university degree in Human Resources Management or equivalent undergraduate degree along with three years’ relevant generalist experience, or a two-year Human Resources diploma along with five years’ relevant generalist experience. A certified Human Resources Professional designation is considered an asset.

· Experience and knowledge of SAP and Success Factors and experience working in a unionized environment considered an asset.

· Extensive knowledge of principles, standards, and concepts of the relevant HR functions.

· Demonstrated ability to maintain a high level of discretion and confidentiality.

· Proven success at working with others in a collaborative environment, with a commitment to effective communication and a shared responsibility for service excellence.

· Demonstrated ability in handling a complex and varied workload in a flexible manner.

· Ability to maintain accurate records and documentation.

· Ability to work independently with minimal supervision, adapt to changing priorities and to understand and carry out instructions both verbally and in writing.

· Demonstrated ability to establish and maintain effective working relationships with all staff, patrons, and the public, demonstrating tact and diplomacy.

· Ability to learn new skills and motivated to be a self-directed learner.

· Ability to conduct oneself in a manner appropriate to a public library that provides services to diverse patrons and employees.

· Skill in the operation of required equipment and relevant computer applications, databases and software.
