The Sutter County Human Resources Department is seeking an HR Analyst to join their team! Under general supervision, an HR Analyst performs professional analytical work in support of human resources functions and programs such as recruitment and selection, benefit administration, classification and compensation, employee and labor relations, and the administration of training programs. Incumbents may be assigned to recruitment and selection, benefit administration, and/or a combination of programs and may be rotated among assignments.
This position has a required 9/80 schedule with every other Friday off. A hybrid work schedule is optional, once trained.
This position may fill at either level I or level II. Candidates need only to apply once; all applications will be screened for the minimum requirements at the highest level they are qualified for. In the case of higher level vacancies, names from the eligible list will be referred based on qualifying level. For lower level vacancies, higher level candidates on the eligible list may not be excluded from being referred.

Human Resources Analyst I
$61,152.00 - $81,993.60 Annually
Human Resources Analyst II
$71,489.60 - $97,073.60 Annually
MINIMUM QUALIFICATIONS
Knowledge of:
General principles and practices of human resources administration and organizational management; principles of general and industrial psychology; pertinent Federal, State and local laws, codes and regulations, including FMLA, CFRA, FSA, COBRA, HIPAA, ADA and leave tracking; statistical and reporting methods used in administrative and human resources work; modern office equipment and procedures including use of a variety of software applications; English usage, spelling, grammar and punctuation.
Ability to:
Learn to perform a wide variety of human resources activities including recruitment and selection, benefits administration, classification and compensation maintenance, employee relations, and training; collect data and effectively analyze written and statistical data; prepare clear and concise reports; interpret and apply rules, laws, standards, and procedures; operate standard office equipment; utilize various software programs relevant to the position; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work.
Education and Experience:
Human Resources Analyst I
Pattern 1: Completion of a bachelor's degree in Human Resources, Business Administration, Public Administration, or closely related field and two years of technical human resources experience.
Pattern 2: Completion of a bachelor's degree in Human Resources, Business Administration, Public Administration, or closely related field and one year of technical human resources experience within a public agency.
Pattern 3: Four years of experience supporting a human resources function with at least one year as a Human Resources Assistant in Sutter County.
Or any combination of education and experience that provides equivalent knowledge, skills, and abilities.
Human Resources Analyst II
Bachelor's degree in Human Resources, Business Administration, Public Administration, or closely related field
AND
two years of progressively responsible professional human resources experience, with at least one year in a public agency; or two years of professional analytical experience within Sutter County.
Or any combination of education and experience that provides equivalent knowledge, skills, and abilities.
SPECIAL REQUIREMENTS
Essential Duties require the following physical skills and work requirements:
Requires the ability to maintain mental capacity which allows the capability of exercising sound judgment and rational thinking under varied circumstances; the ability to exert a small amount of physical effort in sedentary to light work involving moving from one area of the office to another; ability to see; ability to hear and communicate orally; requires sufficient hand/eye coordination to perform semi-skilled repetitive movements, such as using a computer, typing, data entry or use of other office equipment or supplies; ability to operate a motor vehicle; involves VDT exposure.
Disaster Service Workers:
All Sutter County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to perform certain emergency services at the direction of the department and/or County.
License or Certificate:
This classification may require a valid California driver’s license
