Primary objective
The position is responsible for delivering strategic workforce and service improvement projects for Workforce Services. Objective is to
produce practical outcomes that enhance workforce agility and efficiency. Operating within the Department of Corporate and Digital
Development (DCDD), this role plays a central part in supporting HR service delivery and enhancement across the broader public sector.
Context statement
The Workforce Projects team is part of Workforce Development in DCDD’s Corporate Services. The team leads strategic workforce
initiatives and projects supporting all three Workforce Services Divisions—Workforce Development, Workforce Operations and
Partnerships, and Workforce Management— and reports to the Workforce Services Oversight Committee. This role is responsible for
delivering strategic projects requiring engagement with stakeholders and subject matter experts across Workforce Services, as well as key
Agency contacts to deliver projects within DCDD and client Agencies.
Key duties and responsibilities
1. Lead, develop, implement and evaluate workforce services programs, frameworks or initiatives to deliver improvement across the NT
Public Sector (NTPS).
2. Lead collaborative work with client agencies, external stakeholders and contractors to co-design solutions that are fit for purpose and
meet strategic workforce priorities and outcomes.
3. Achieve project outcomes through effective project management, pursuit of progress and identifying barriers/challenges to projects
and work with the Director to develop solutions.
4. Manage and analyse qualitative and quantitative workforce data, initiatives and trends for future action.
5. Prepare high-level reports and memorandums, which explore varied information sources and make a recommendation for service
delivery based on clear explanation of analysis.
Selection criteria
Essential
1. Demonstrated experience leading and managing projects within the areas of human resource management or business management,
including the ability to investigate, manage and report on complex issues and recommend strategies.
2. High level organisational and project management skills to achieve corporate objectives and meet competing priorities and timeframes.
3. Demonstrated client-centric approach with the ability to influence and manage stakeholder engagement as part of co-designing
effective solutions.
4. Proven conceptual and analytical skills with the ability to think strategically and laterally at a senior level.
5. Ability to understand and apply core HR or business processes or quickly learn them through self-directed learning and collaboration
with subject matter experts.
6. Knowledge and understanding of HR systems such as recruitment, human resource information, leave management, and how they
support the effective delivery of HR processes and services.
7. Demonstrated work ethic and attitude, which emulates DCDD values of being professional, accountable, honest, respectful and
innovative, and the ability to interact effectively with people from diverse cultures.
Desirable
1. Relevant tertiary qualifications in project management, change management, human resource management, business management or
another related field.
2. Extensive experience in change management and transformation within a contemporary HR service environment.
