The position holder shall be responsible to adhere & work within the ambit of Plan India’s Safeguarding Children and Young People & Gender Equality Policies.

Project Overview:

The “Supply Chain Management Strengthening (SCMS) Project for HIV/AIDS and TB drugs” aims to strengthen the technical capacity of the National AIDS Control Organization (NACO), Central TB Division (CTD), State AIDS Control Societies (SACS) and State TB Cells (STC) to design, manage and monitor supply chains for improved access and availability of high-quality ARVs, TB drugs, diagnostics and other commodities across India. The Project is led by Plan International (India), the Principle Recipient (PR) for the HIV and TB Supply Chain grant under the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) for India to support NACO’s response to AIDS epidemic and Central TB Division (CTD) towards TB elimination.

The SCMS Project is being implemented by Plan International (India Chapter) as PR in collaboration with JSI R&T India Foundation as Sub-Recipient and 3PL services providers by the private sector. The project will also leverage the private sector for the distribution of ARV, TB drugs, diagnostics and other commodities to ensure the availability and accessibility of drugs and commodities of both the programs across their facilities.

Job Summary

Reporting to Dy. Project Director – GFATM. The Senior IT Manager will be based at NACO to provide technical assistance and support to the Digital Health initiatives of the Ministry. The Sr. IT Manager will work closely with relevant stakeholders to ensure successful implementation and management of IT projects. The ideal candidate should have experience in developing and maintaining web applications using Java technologies, including Spring Boot, Hibernate, and Angular. The candidate should also have experience in working with databases, preferably PostgreSQL.

Responsibilities:

Senior IT Manager will be based at NACO and provide domain expertise and customize and develop the inventory management system under SOCH as per the inputs from the technical team of Plan India. He/she will work in close coordination with IT (HLFPPT) and SCM team of NACO to ensure that the project activities are executed and timely development of the individual modules. He/she will have the following major activities:

1. Develop and maintain web applications using Java technologies, including Spring Boot, Hibernate, and Angular

2. Excellent knowledge on database preferably PostgreSQL

3. Experience developing, prototypes, mock up for users review and approval

4. Exposure to flowcharts, screen layouts and documentation to ensure logical flow of the system requirements.

5. Experience working in agile setup.

Ensuring efficient and maintainable written code in line with the project objectives.

Expertise in API technologies such as Rest Webservices.

8. Expertise in debug and troubleshoot issues in the code.

+. Collaborate with cross-functional teams to deliver high-quality software

10. Represent the Plan India at the NACO level and providing inputs in strengthening the existing application.

11. Responsible for following deliverables:

· Monthly progress reports on what has been developed.

· Technical reports on health information systems, electronic health records, telemedicine programs, and other digital health tools.

· Training materials and presentations on Digital Health.

· Documentation of lessons learned and best practices in Digital Health.

Education and Experience:

1. Bachelor degree in IT/Computer Science/Electronics

2. At least 7-10 years of experience in developing web applications using Java technologies.

3. Experience in working with government bodies, PSUs, NGOs, and multilateral funding agencies.

4. Strong technical skills in health information systems, electronic health records, and telemedicine programs.

5. Experience in the development and implementation of mobile health applications and other digital health tools.

6. Experience on Digital SCM will be an asset

7. Strong communication and interpersonal skills.

8. Data management and Interpretation skills.
