Position Overview
The Senior Java Developer will play a key role in supporting government priorities under the Bill 5: Protect Ontario by Unleashing Our Economy Act, 2026. The resource will contribute to modernization and digital transformation projects within the Ontario Public Service (OPS), including initiatives aligned with Bill 5.
This hybrid role requires working two days per week onsite in Toronto and three days remotely from within Ontario.
Responsibilities
Translate technical specifications into high-quality, tested applications.
Develop programming specifications, write and generate code, compile programs, and conduct unit testing.
Troubleshoot and resolve technical issues during implementation, conversion, and migration.
Participate in the full software development lifecycle (SDLC): design, development, testing, debugging, deployment, and maintenance.
Develop and integrate RESTful and SOAP-based web services and microservices.
Build applications leveraging Java, Spring Boot, JPA, EJB, Angular, NodeJS, and Jasper Reports.
Implement cloud solutions and CI/CD pipelines using Azure DevOps, Docker, and related tools.
Develop business rules using IBM Operational Decision Manager (ODM) and integrate with IBM Business Automation Workflow (BAW).
Create and optimize PL/SQL scripts, stored procedures, and migration scripts for Oracle databases.
Work with OpenText CMS APIs to maintain content metadata accuracy.
Ensure AODA compliance and adherence to Ontario Government IT standards (GO-ITS 54).
Collaborate in Agile/Scrum environments with cross-functional teams (BA, QA, architects).
Produce detailed technical documentation, design diagrams, and deployment guides.
Perform quality assurance through unit, functional, and regression testing.
Required Skills and Experience
Core Development Skills
Extensive SDLC experience, including design, coding, testing, deployment, and maintenance.
Strong experience in Java development, including frameworks such as Spring Boot, JPA, and EJB.
Proficient in building RESTful and SOAP web services.
Hands-on experience with front-end frameworks such as Angular and NodeJS.
Skilled in developing microservices-based applications.
Cloud & DevOps
Proven experience with Azure Cloud, CI/CD pipelines, Docker, and infrastructure automation.
Business Rules & Integration
Expertise with IBM Operational Decision Manager (ODM).
Integration experience with IBM Business Automation Workflow (BAW).
Experience deploying to IBM WebSphere and Liberty 8.x servers.
Database & Migration
Strong Oracle PL/SQL development experience (queries, stored procedures, migration scripts).
Content Management
Experience with OpenText CMS APIs and metadata maintenance.
Accessibility & Standards
Experience building AODA-compliant user interfaces and documents.
Familiarity with Ontario Government IT standards (GO-ITS 54).
Public Sector
Experience working on permitting or modernization platforms within OPS or other public sector bodies.
Methodologies & Collaboration
Proven Agile/Scrum and RAD development experience.
Excellent problem-solving, teamwork, and communication skills.
