Transfer Opportunity
Restricted to permanent employees of the Los Angeles County who have passed their initial probation period and currently hold the payroll title of Accountant II, or hold a comparable item which performs similar work at an equivalent level in salary and complexity

General Information:
The Executive Office of the Board of Supervisors is seeking a well-qualified, and highly motivated individual to fill a position in the Fiscal Services' Budget Unit, at the level of Accountant II. Qualified individuals with knowledge and experience in forecasting the budget, preparing various complex financial reports, utilizing eCAPs program are highly encouraged to apply.

Vacancy Information:
This transfer opportunity is at the Executive Office of the Board of Supervisors, located in the Kenneth Hahn Hall of Administration at 500 West Temple Street, Los Angeles, CA +0012.Duties include but are not limited to:
• Performs a variety of staff, systems, and accounting assignments in connection with the overall operation of a complex accounting system.
• Reviews and performs a wide variety of financial assignments occurring within the Fiscal Year including the annual setup and maintenance of financial records, the classification of revenue and expenditure transactions, journalizes financial transactions, taking trial balances and prepares closing period adjustments.
• Conducts cost surveys and revenue analyses.
• Compiles, evaluates and reconciles complex operating statements, final accounting for construction and other projects, and compiles costs for reimbursement from other government agencies or private contractors.
• Evaluates and reconciles complex operating systems for cost reporting and processes claim reimbursements from other government agencies.
• Prepares financial reports, revenue and IntraFund Transfer reports, salary and employee benefit reports, cost accounting reports, revenue and expenditure estimates, and other specialized financial reports.
• Performs routine audits for Petty Cash and Revolving Fund accounts.
• Coordinates audits with internal and external auditors and prepares supporting work papers.
• Analyzes established cost accounting systems to determine if the bases and techniques provide realistic estimates of actual costs. Recommends modification of the cost bases and procedures used to improve their reliability.
• Serves as liaison with other County departments or governmental agencies concerning Departmental financial matters and providing full year estimates.
• Assists with preparation of the annual Departmental Budget Submission to the Chief Executive Office.

Permanent County of Los Angeles employees who have successfully completed their initial probationary period and currently hold the payroll title of Accountant II, or hold a comparable item which performs similar work at an equivalent level in salary and complexity are encouraged to apply.

Desirable Qualifications:
• Bachelor degree in Accounting, Economics, Finance, Business Administration of Public Administration.
• Proficient in using the eCAPs system.
• Excellent interpersonal skills and the ability to interact effectively with all levels of staff.
• Proficient in the operations of Microsoft Excel.
• Extensive knowledge of the County Budget process and experience preparing a Department budget submission.
• Knowledge of the content within the County's Fiscal Manual.
• Ability to multi-task in a fast-paced environment.
• Ability to analyze and explain trends.
• Ability to work in a team setting and independently.
